place police and gender Strotypes affect women managerial position participation in the
study area. Also finding of this study show that Policies and legal frameworks constitute
some inherent problems while at the same time their implementation is not as it was
expected. Some of the explanations for this are low level of knowledge and lack of
awareness, absence of institutions and institutional capacities in implementing gender
based policy, politicization of women’s organization and deep rooted social-cultural
mismanagements. Therefore, to improve such challenges to enhance gender equality,
government, community, NGO and public heads should play considerable roles.
