Abstract:
Effective road asset management is essential for reducing the economic impact of road
deterioration, particularly for municipal roads. It helps extend the lifespan of
infrastructure, lowers maintenance costs, and ensures timely repairs. Geographic
Information System (GIS) technology plays a vital role in enhancing decision-making,
resource allocation, and prioritizing maintenance for local authorities overseeing
infrastructure.
Sawula town faces significant challenges in managing its 71.55 kilometers of municipal
roads due to the absence of a modern asset management system. Nearly 50% of these
roads require maintenance, but the current system is inadequate. This study explores the
feasibility of implementing a GIS-based asset management system specifically for
Sawula's municipal roads (excluding federal and regional roads). The research evaluates
existing management practices, identifies key factors affecting road maintenance, and
develops a GIS framework through stakeholder interviews, surveys, and visual
inspections.
The findings reveal that Sawula's road management relies heavily on paper-based
documentation, which is confimed by 75% of respondents. Of the 71.55 kilometers of
roads, only 3% are paved, while 97% remain unpaved. Condition assessments show that
only 21% of roads are in "very good" condition, 24% in "good" condition, 6% in "fair"
condition, 32% in "poor" condition, and 13% in "very poor" condition. GIS technology
can provide accurate, real-time data on road conditions, improving planning and
maintenance prioritization. Key factors contributing to road deterioration include
inadequate drainage, water project expansions, and heavy truck traffic, which result in
shifting cobblestones and potholes.
Recommendations for Sawula include establishing regular maintenance schedules,
designing effective drainage systems, and implementing climate-responsive maintenance
plans. A centralized database for road data would further enhance analysis and decision
making. Overall, the proposed GIS framework is expected to significantly improve the
management of Sawula’s municipal roads, offering a cost-effective solution for small
towns with limited resources and promoting the sustainability of local infrastructure.
