dc.description.abstract Construction labour management has a considerable effects on the performance of all construction projects time, cost and quality. Ineffective construction labour management practices in the building construction projects resulted in an adverse effects on the success of construction projects performance. Developing and implementing effective labour management practices in an organization would be provide solution to these problems. Therefore, the study focused on to assessing the effects of improper labour management functions on construction project performance in a public building project in Jigjiga town. To acheive this objective, the study utilized both quantitatives and qualitatives (a mixed research approaches) has been applied. Validated questionnaire survey were conducted and the collected data were analyzed by using descriptive statistics like frequency, percentages, and relative important index (RII) method to rank the most significant factors that have an effect on construction project performances in public construction projects. Based on the results of RII values, the top ten factors those require special consideration by the project teams were identified with a high RII value. The identified top ten (10) factors are lack of experience and skill of the labour, lack of training manuals, labour payment delay, poor communication among stakeholders, control over recruitment of skilled labour, lack of labour surviellance, lack of minimum wage scales, absence of safety controls, and lack of clarity of instruction and information exchanges between contractors and labours. Furthermore, this study compares the survey results of the key improper labour management functions that affect project performances identified in this study with others countries experiences. Finally, the study result indicates that the building construction project performances were influenced by the effect of poor labour management practices; however, most of the local construction firms don’t have an experience of measuring labour managements on their construction projects due to negligence, lack of awareness and believing that measuring construction labour management is difficult to implemented in the construction firms. Hence, local contractors were recommended to participate in training and workshops to increase their knowledge and level of awareness. Therefore, any project participant should be increase awareness of labour management practces in public construction projects. en_US
