dc.description.abstract The Ethiopian government launched the universal rural road access programe (URRAP), the Ethiopian Rural Transport and Travel program, and other sub-programs under the road Sector development program(RSDP) to expand the country's road system and increase access for people living in rural areas. A project's perfomance of under construction is affected by time, cost, quality, and customer satisfaction related factorss. The main objective of this study was to identify and evaluate the main cause of poor performance of URRAP projects in south nation nationalities and peoples regional (SNNPR). The study method used was a descriptive survey. The population of the study includes 81 URRAP projects in SNNPR. Mixed data were used for data analysis in the research, which used approaches such as questionnaire, and interviews with participants in URRAP projects. To conduct a qualitative study, key informant interviews and focused groups were conducted. To analyze the quantitative data, descriptive statistics in SPSS version 26 and RII analysis were utilized. Based on the RII value, the respondents evaluated the influence of time, cost, quality, and customer satisfaction factors on perfomance of URRAP project's. According to the researcher's findings, the critical causes contributing to the poor performance of URRAP projects in the SNNPR were the client's inability to pay the contractor on time, low financial capacity of the client, in adequate cost for the contract project, escalation of material prices, equipment and raw materials of Poor quality used in projects, the completed road projects' lack of maintenance. By applying mitigations, enhancining URRAP project perfomance that improved the general guide lines include construction costs, an adequate legal framework, the use of modern technology, use standard, Health and safety consideration, Capacity building, Project implementation, Road maintenance, Project Monitoring, and evaluation. Therefore, additional research in this area is required in the future to lesson the impact of this issue en_US
