dc.description.abstract Now a days, the rise in the energy cost, growing environmental concerns, and green computing are getting attention. Information and communication technologies (ICTs) are becoming an essential part of our personal and professional lives and assumed as the blood vessels of the digital economies. The exponential growths of computing and communication devices are increasing the consumption of electricity and generating a huge amount of greenhouse gases by fast obsoleting electronic wastes (e-waste). This increase in energy consumption is a critical alarm and results in increased amount of greenhouse gases emission. This also results into increase in the operational cost of the ICT resources as well. Developing countries like Ethiopia are facing several challenges of such kinds towards adoption of green computing/ICTs in their organizations to improve environmental sustainability and efficient energy consumption. These ICTs adoption and management practices need to be energy efficient for reducing the power consumption in all the phases of ICT management like in planning, designing, usage and disposal. It has been observed that these ICT, computing and communication systems do not analyze and evaluate energy efficiency and follow standardized green ICT practices during planning, designing, usage and disposal phases. The prime goal of this research is to assess the existing ICTs usage and disposal practices in Ethiopian Polytechnic and Technical institutions for developing an energy efficient strategy guideline towards minimization of the power consumption and greenhouse gas emissions. As a new knowledge contribution, a Green ICT framework for computing and communication devices is designed and evaluated for strategic usage and disposal of the ICT devices/equipment. The study used MS form for survey based collection of the facts, interview for expert views about existing state of the art practices and technical observation for the collection of the scientific evidences and analysis by the researcher self. After rigorous analysis of the primary and secondary data, a Framework using E-Draw Max was designed to show the energy efficient/ green road map for usage and disposal of ICT devices. The Cloud-Sim is used for the simulation and implemented using DVFS (enabled) technique with VM migration and without VM migration. The research study also used an energy saving technique called dynamic voltage and frequency scaling technique (DVFS) which can also be used to reduce energy consumption. The developed Framework for energy efficiencnt/Green Usage and Disposal of the ICTs Computing andCommunication devices is assumed to be an important instrumental for general institutions and AMPTSTIs as a case study and analysis. This proposed framework is a road map that can help these institutions like AMPTSTI to go green in usage and disposal phases of the ICTs.
